Compliance Specialist (Multi-Family Affordable Property Management)

The Compliance Specialist will be responsible for maintaining compliance with Department of Housing and Urban Development (HUD) Programs, for 
tenant eligibility, verifying income documentation, managing HAP vouchering and reconciliation, processing TRACS transmissions, and conducting audits to maintain compliance with LIHTC, HUD, Section 8, and County Affordable Housing Programs. They work with property managers, government agencies, and tenants to ensure adherence to guidelines, prepare reports, and interpret regulations.  



Essential Duties and Responsibilities: 

  • Maintain property Waiting list
  • Manage site-level compliance by reviewing new applicant certifications and completing re-certification paperwork as requireds to ensure they are compliant with applicable Affordable Programs including Move-Ins, Annual Recertification, Gross Rent Changes, and Initial Certifications.
  • Monitoring Re-certification process to ensure community staff is completing the required certifications timely
  • Process, reconcile, review and submit monthly HAP vouchers timely and accurately
  • Monitor HAP voucher discrepancies, subsidy reconciliations, TRACS transmissions, and transmission errors
  • Ensure timely correction and resubmission of rejected or discrepant vouchers and certifications
  • Training personnel on preparing income certifications and re-certifications for both Project Base Section 8 and Federally Assisted properties
  • Review and approval of all move-in certifications, as well as quarterly review of annual re-certifications for project base Section 8 properties
  • Monitor and report past due recertifications
  • Address compliance training and support needs for site staff
  • Assist in generating all year-end building status reports for tax credit properties and ensure all electronic reporting is completed each year
  • Assist in monitoring correct usage of income and rent limits as well as utility allowances
  • Other tasks or duties as assigned by supervisor.

Job Requirements:
  • Other tasks or duties as assigned by supervisor.
  • At least 3 years of affordable housing experience related to tax credit and Section 8 programs
  • Strong knowledge of Section 8 regulations and LIHTC programs
  • Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3
  • Strong knowledge of HAP voucher processing, reconciliations, TRACS transmissions, and subsidy administration
  • Experience reviewing and correcting voucher discrepancies and transmission errors
  • Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3
  • Formal training and/or certification in related field required (COS or CPO)
  • Ability to work in a fast-paced environment

Certifications:  
Formal training and/or certification in related field necessary (HCCP, SHCM, C3P, COS, CPO, BOS or equivalent). 

Education:  A college degree is preferred, but not required.   The position requires the ability to read and write English fluently, the ability to accurately perform mathematical functions and the ability to understand and perform all software functions. 

Professional Experience:  A minimum of three (3) years of experience in compliance monitoring of HUD-assisted & LIHTC multifamily housing properties. 

Skills:  The position requires, but is not limited to, the following:
  • Strong written and verbal communication skills
  • Proficient in Microsoft Word, Excel and Outlook
  • Strong knowledge of LIHTC and HUD regulations
  • Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3
  • Ability to work in a fast-paced environment
  • Ability to take charge and ownership of projects
  • Self-starter and independent worker
Computer Skills:
  • Intermediate-advanced knowledge of computers
  • Intermediate-advanced knowledge of MS Office- Outlook, Word, Excel, Power Point
  • Intermediate-advanced knowledge of OneSite, Yardi
  • Ability to develop advanced knowledge of other programs or systems as needed
  • Basic knowledge of Internet

This role is non-exempt and has an anticipated pay rate of $33 an hour for a new employee depending on a number of relevant factors including individuals’ experience, qualifications, knowledge, skills, abilities, client/property or company budgetary limitations/guidelines, and other job-related company and market considerations.  This position may be eligible to receive discretionary and/or performance-based bonuses on a spot or annual basis, which are variable depending on individual merit/performance, budgetary limitations, company performance, and other job-related factors.  Full-time positions (30+ hours/week) are eligible for 2 weeks paid vacation, 3 weeks sick and related leave, 11 paid holidays, and health & welfare benefits as outlined on the Company’s website.  To learn more about our company and our benefits, go to: https://pratumco.com/careers/
